I've been trying hard to not jump hastily on the "Flickr is ruined beyond hope" bandwagon but this camel's back can't take many more straws.
So almost no reason to not just cross-post from Instagram, and make Flickr even more of a ghost town.
So you can add hashtags in a photo's title in the Flickr iOS app. But they stay there. And you can't add a description. And no editing.

Is there no way to add tags to a photo in the newish Flickr iOS app, or have I missed it?
